Dear Parkinson,
With reference to your letter of 20th
January and my reply of the 22nd January, we have now
been able to consider who could be recommended to
undertake the task of advising the Goverment of Hong
Kong and the Secretary of State on the future
Administration of the Port of Hong Kong.
We cannot think of anyone more suitable for
the task than Sir David Owen, who was General Manager
for the Port of London Authority and is now in
retirement. He has done some work in charge of a
Committee for us within the last twelve months and we
found him in full vigor and extremely good.
It occurs to me that your letter might
perhaps more properly have been addressed to the
Ministry of Transport, which is the responsible
Department in this country, on the Government side, in
matters of Port Administration.
